The Ministry of Foreign Affairs is launching a grant project competition, “Support for development cooperation in recipient countries designated by the Republic of Latvia” for 2025 and invites to an informative meeting on the requirements of preparation and evaluation procedures for project applications. As of 2025, development cooperation policy and projects will carry the brand of LATDEV – Latvia’s Development Cooperation.
Project proposals must be submitted in an electronic form by 23:59 on 4 April 2025 to the e-mail address granta.konkurss@mfa.gov.lv. The applications submitted after the deadline will not be considered.
The aim of the competition is to support the implementation of development cooperation projects in partner countries in order to promote their social and economic development.
Priority in the competition is given to projects in the European Union’s Eastern Partnership countries (Ukraine, Armenia, Georgia, Moldova), Central Asian countries (Kyrgyzstan, Tajikistan, and Uzbekistan) and African countries, as well as support for the civil society independent media in Belarus and Georgia.
For the first time, in view of the need to ensure steady support to Ukraine as the Russian war of aggression continues, the competition has a separate line of funding for support projects in Ukraine.
The thematic priorities of the competition set for each region are in line with Latvia’s development cooperation policy priorities and the interests of partner countries. Support will be granted in the areas such as development and capacity building of public administration, democratic participation, business development, gender equality, support for the mitigation of climate change, fighting disinformation, and digitalisation.
It will be possible to carry out the projects in 2025 and 2026. A single development cooperation project can receive from EUR 40,000 to EUR 100,000 per year.
The total funding made available for the projects in 2025 is EUR 1 202 537.57, with EUR 700 000.00 earmarked for projects in Ukraine. The total funding made available for the projects in 2026 is EUR 1 430 000, with EUR 700 000.00 for projects in Ukraine.
Eligible applicants are institutions of direct and indirect public administration, derived public entities, other public institutions of the Republic of Latvia as well as associations, foundations, businesses, trade unions, and other entities registered in Latvia. The project applicant must have at least one cooperation partner in a potential recipient country.
The Ministry of Foreign Affairs invites all those interested to an informational event, in-person or remotely, on requirements for the preparation of applications and on assessment procedures to be held at 11.00 a.m. on 6 March 2025. The number of places for in-person participation is limited, and it will be approved in the order of registration.

In parallel to the call for grant project proposals, the Ministry of Foreign Affairs informs the public about Latvia’s development cooperation policy brand LATDEV. The use of the brand by project implementers in their communication will be highlighting Latvia’s contribution to global development and promoting Latvia’s visibility.
The basic elements of the logo symbol are derived from Latvian ethnographic ornament. Visually, it reminds of a handshake, which represents trust and partnership, and of linkage that enables a common upward progress.
A quote of the Latvian poet and playwright Rainis “Mainies uz augšu!” has been chosen as the motto of the brand, meaning “Change upwards!” in English.
The motto illustrates Latvia’s positive contribution to the promotion and advancement of digitalisation, socio-economic change and gender equality in partner countries.
