The Ministry of Foreign Affairs is announcing a grant project competition, “Support for development cooperation in recipient countries selected by the Republic of Latvia” for 2023.
The main priority of the competition is support for Ukraine, in view of Russia’s aggression against Ukraine and its people. Focus is still retained on the European Union’s Eastern Partnership countries – especially Georgia and Moldova – as well as on support for civil society in Belarus and on Central Asian countries – Kyrgyzstan, Tajikistan, and Uzbekistan. Since the call for proposals in 2022, there are no restrictions to geographical coverage, and priorities also include assistance to the African continent.
The thematic priorities of the competition have been set for each region, and they are based on interests expressed by countries of receiving support in the areas such as development and capacity building in public administration, democratic participation, business development, gender equality, the mitigation of climate change, the fight against disinformation, and digitalisation.
It will be possible to implement the projects in 2023 and 2024. The total annual funding made available for the projects is EUR 759,776.83. A single development cooperation project can receive from EUR 20,000 to EUR 60,000 per year. Projects will be awarded grants if the total amount of funding for carrying out projects under the grant competition has been approved for, or received by the Ministry of Foreign Affairs in accordance with the annual Law on State Budget.
Eligible applicants are institutions of direct and indirect public administration, local governments, other government agencies of the Republic of Latvia as well as associations, foundations, businesses, trade unions, and other entities registered in Latvia. The project applicant should have at least one cooperation partner in a potential recipient country.
Project proposals must be submitted in an electronic form by 23.59 on 16 February 2023. The applications submitted after the deadline will not be considered.

Pursuant to the informational report, “The Involvement of Latvia in the Reconstruction of Ukraine”, approved by the Cabinet on 6 September 2022, the Ministry of Foreign Affairs is planning to launch a spring call for project proposals in support of reconstruction of infrastructure in Ukraine.
