Stand with Ukraine

 

On 4 February 2025, the Cabinet of Ministers passed a decision on the allocation of funds to the Ministry of Foreign Affairs, the Ministry of Finance, and the Ministry of Transport in the total amount of EUR 5.7 million for Ukraine’s reconstruction measures and the implementation of development cooperation projects in Ukraine.

Support approved today envisages the allocation of EUR 4.9 million to the Ministry of Finance – the Central Finance and Contracting Agency (CFCA), which functions as the Latvian Development Cooperation Agency:

  • EUR 2.7 million – toward the restoration of Ukrainian social infrastructure facilities in the Chernihiv region in cooperation with the Uzņēmēji mieram foundation and Tavi draugi charity organization;
  • EUR 1.5 million – to a hold grant project competition for the restoration of infrastructure facilities in the Chernihiv region;
  • EUR 100 thousand euros – to organise construction works and their assessment on reconstruction sites;
  • the CFCA will administer the MARTA Centre project for the creation and support of resilience centres in the Chernihiv region in the amount of EUR 400 thousand;
  • the CFCA will support Ukraine’s integration into the European Union by providing SIA Tilde language technologies in the amount of EUR 200 thousand.

EUR 700 thousand has been allocated to the Ministry of Foreign Affairs toward the organization of a development cooperation grant project competition on the transfer of Latvian expertise (especially in the matters of EU integration) in support of Ukraine.

EUR 100 thousand has been allocated to the Ministry of Transport to promote Ukraine’s integration into the EU in the field of digitalization through support for the implementation of the Digital Memorandum between Latvia and Ukraine and focusing on the electronic communication, including alignment of its policies on radio frequencies and spectrum with EU standards.

  • In accordance with the Agreement between Latvia and Ukraine on long-term support and security commitments signed on 11 April 2024, Latvia has earmarked 15 million euros to implement reconstruction projects, focusing on the restoration of social infrastructure facilities, psychological support for women, and transfer of expertise, especially in matters related to EU integration. The agreement also stipulates that Ukraine will continue to be a priority in Latvia's development cooperation policy until it becomes a full-fledged EU member state.
  • Since the autumn of 2022, Latvia has been supporting the reconstruction of Ukraine, especially the Chernihiv region, by engaging in the restoration of social infrastructure and thereby improving the quality of life of the Ukrainian people.
  • Latvia’s total support (government and civil society) to Ukraine in the period from 24 February 2022 to 31 December 2024 amounts to at least EUR 859 million or 0.7% of the annual GDP for 2022–2024. Of this, military aid is EUR 540 million, humanitarian aid and support to the Ukrainian government – EUR 82 million, support to Ukrainian civilians in Latvia – EUR 225 million, as well as reform, development and reconstruction support – EUR 12 million.
