On 1 June 2023, a delegation of the Ministry of Foreign Affairs of Latvia headed by the Under-Secretary of State - Political Director, Andžejs Viļumsons, visited Rwanda. During the visit, the first political consultations between the Ministries of Foreign Affairs of the two countries took place; Andžejs Viļumsons met with the Minister of Foreign Affairs and International Cooperation of Rwanda, Vincent Biruta, and signed a Memorandum of Understanding on the establishment of a political consultation mechanism between Latvia and Rwanda.
The Latvian delegation and officials from Rwanda's Ministry of Foreign Affairs and International Cooperation discussed cooperation opportunities in agriculture, information and communication technologies, education and tourism. To promote economic cooperation, the parties agreed to broaden the contractual legal base.
They discussed ways to strengthen cooperation in international organisations, in particular the UN. Andžejs Viļumsons thanked Rwanda for its strong support for the principles of the UN Charter and Ukraine's territorial integrity. The security situation in the East African region was also discussed.
During the visit, the delegation of the Ministry of Foreign Affairs visited the Kigali Genocide Memorial in memory of the victims of the 1994 genocide against the Tutsi.
The Latvian delegation met the EU Ambassadors to Rwanda.
