On 18 October 2023, Latvia and 46 other endorsing States of the Proliferation Security Initiative (PSI) issued a Joint Statement on the United Nations Security Council Resolution 2231 Transition Day.

Under the United Nations Security Council Resolution 2231 (2015), 18 October 2023 is Transition Day, the date when restrictions set forth in the resolution to constrain the development of Iran’s ballistic missile programme shall expire. The drafters of the resolution based themselves on the assumption that Iran would take the necessary steps towards restoring confidence in the exclusively peaceful nature of its nuclear programme.

Iran continues to develop its missile programme and nuclear programme, and fails to cooperate in building confidence among the international community in the exclusively peaceful nature of its nuclear programme. Therefore Latvia, along with its allies and like-minded partners, is committed to promote countering of the threats posed by Iran’s nuclear, missile and drone programme across the region and beyond.

Iran’s missile programme remains one of the most serious challenges to international peace and security. In a joint statement, the endorsing States of the Proliferation Security Initiative expressed their commitment to take all the necessary measures to prevent the supply, sale or transfer of ballistic missile related items, materials, equipment, goods, and technology to Iran, thereby protecting peace and stability in the region and internationally.

By passing legislation binding on its Member States, the European Union transposes the sanctions laid down in the United Nations Security Council resolution 2231.
