Starting from 1 January 2025, only vehicles registered in third countries that have been declared in the e-services of the Road Traffic Safety Directorate, State JSC (CSDD) will be allowed to participate in road traffic in Latvia.

The use of a vehicle in Latvia will have to be declared before entering the territory of Latvia for any vehicle registered in a foreign country, except for the member states of the European Union (EU) or European Economic Area (EEA), or the Swiss Confederation. No fee will be applicable to declaring a vehicle and it can be done via e.csdd.lv without personal authentication, but the e-mail address will have to be verified.

When declaring the use of a vehicle in road traffic in Latvia, the following information will have to be provided on e.csdd.lv:

  • Vehicle make and model;
  • Vehicle registration country;
  • Vehicle national registration number;
  • Vehicle owner’s or holder’s name, surname and personal identification number (for foreigners – date of birth), for a legal entity – name and registration number, as well as contact information;
  • Time period during which the vehicle will be used in road traffic in Latvia.

The use of a vehicle registered in a foreign country, except for the member states of the EU or the EEA, or the Swiss Confederation, in road traffic does not need to be declared if the vehicle is owned or held by a person who enjoys immunities and privileges in accordance with the norms of international law binding upon Latvia or owned or held by a person who is going on a short-term trip, including transit, to perform official functions or to provide technical support to a Latvian or foreign diplomatic or consular mission or international organisation. The mentioned circumstances must be confirmed by documents, when competent officials stop such a vehicle in road traffic in Latvia.

If a vehicle registered in a third country has committed an administrative offence, a decision on this will be sent to the person who declared the vehicle. For the use of an undeclared third country vehicle in road traffic in Latvia, its driver may be applied a fine of 55 to 140 euros.

The CSDD draws attention to the fact that declaring vehicles does not affect and does not replace the obligation to register the vehicles registered in foreign countries in Latvia that are in Latvia for more than three months and participate in road traffic.
